Heat olive oil in a large skillet over medium heat.
Saute onion and garlic until transparent.
Add ground beef and cook until browned.
Drain excess grease,
Preheat oven to 350.
Add ketchup and worcestershire and mix well.
Add frozen corn and stir to mix. Cook for 5 minutes.
Salt and pepper to taste.
Transfer mixture to bottom of 9x13" baking dish.
Whisk together soup and milk until blended.
Pour soup over top of meat mixture in dish.
Arrange tater tots in an even layer over soup layer.
Evenly sprinkle cheddar cheese over tater tot layer.
Bake for 45-60 minutes until cheese is melted and tots are browned and done.
